AGEOPS – ensuring compliance with international procurement standards

AGEOPS is a software that aims to help government agencies of Afghanistan purchase goods and services in an efficient and timely manner.

The system has been developed by the Afghan National Computer Network Authority (ANCA) towards the aim of enhancing transparency and efficiency in the country’s procurement process. The system was launched in 2013 and has started to gain popularity due to its efficient use, high levels of productivity, as well as convenience for customers.

Since 2018, the system has been operating at Level 2 with the ambition to reach Level 3 before 2020. A milestone will be reached once all government procurement departments have implemented it together with ANCA’s support from other Afghan ministries such as Ministry of Defense and Ministry of Finance.

The Afghan Government currently uses a procurement system based on the American Federal Acquisition Regulation (AFAR) and the International Maritime Organization (IMO) regulations.

The AGEOPS system is part of Afghanistan’s Economic and Social Development Strategy. The objective is to reduce unplanned spending from $1.7 billion to $700 million by 2022.

AGEOPS is an internet-based system that was developed by the Afghan Government. It allows government agencies and nongovernmental organizations (NGOs) to pool, manage and share procurement information, thereby increasing transparency in the international market.

AGEOPS aims to become the most open, transparent and cost efficient procurement system in Afghanistan. AGEOPS is based on international standards for procurement processes and is set up to be compliant with all IORP (International Organisation of Randomised Trials), IATA (International Air Transport Association), OMR (Open Procurement Registry) and ISO 9001. AGEOPS has an integrated enforcement mechanism that is independent of Country Agencies or Government Agencies.

The feature of ageops that sets it apart from other open procurement systems are its privacy controls, which ensure that all data collected by any vendor in the system will not be passed on to any third party without a specific request. Ageops also provides end-to-end audit trail and compliance reporting on all transactions within the system with government agencies.
