
Afghanistan Government Electronic And Open Procurement System (AGEOPS)

It was created by a decision of the Cabinet on 2 March 2009 and it was rolled out gradually. The AGEOPS is used for all major procurement activities that involved the Government such as construction, sale and purchase contracts.
AGEOPS is an open procurement system that is used by the Afghan Government since 2011. The procurement process is very complicated, which makes it hard for the government to figure out what to buy.
The AGEOPS is an open-source software platform developed by the Afghan National Electronic Procurement System (ANEPPS). It facilitates market-making and specialised distribution of goods and services.
The project began in 1994 as an initiative to develop a procurement system that would deal with all aspects of the procurement experience, including supplier selection, evaluation, funding and performance management. The system was developed after the collapse of the Soviet Union. In 1997 it was renamed to ANEPPS and partnered with the British government for a period of time. In 2015 it became part of Kabul Government’s modernisation programme and later merged with ANEPPS .
